ORDER OF DISMISSAL

This action was opened when the clerk received on July 2, 2003, an untitled document from petitioner in an envelope addressed to this court. Petitioner filed a letter on July 14, 2003, in which he stated that he did not intend to file the document in this court, but instead intended the document to be served on this court as a party to litigation in an action he had pending in the U.S. Supreme Court. In short, the document filed to commence this action should not have been filed at all because it was simply a courtesy copy of a document filed in another court. This action therefore is DISMISSED because it was opened in error. The clerk shall close this action and petitioner shall file nothing further in this action. No filing fee is due for this action.

IT IS SO ORDERED.
