Plaintiff Chandra Singhal hereby voluntarily dismisses this
action without prejudice and without notice. Pursuant to Rule
23(e) of the Federal Rules of Civil Procedure, the undersigned
certifies that no compensation in any form has passed directly or
indirectly from any of the defendants to the plaintiff or
plaintiff's attorneys, and no promise to give any such
